Mojave Airport is, like most airports in the US, publically owned. In this case, it is owned by Kern County, the administrative region within the State of California where it is located. It is administered by the East Kern Airport District.

When I had to work out in Mojave for 3 months while my employee desided they didn't need me(lAAid off) I worked for Avtel doing storage and other types of maintainence. I heard it was $500 a month to park the airplane on the airfield and then Avtel charged the customer a set price to do (or say they did)the storage checks. As for Return to Service of a aircraft. The checks where again done by Avtel and the customer rep signed off the paperwork, and customer pilots flew the airplane out.
Thankfully I'm bAAk with my employer and not working for Avtel anymore which I have heard is now out of business.
