Increase In Air Passenger Duty

Hi All!

This is my first post and I'm sorry if this has been discussed before.

I have a couple of questions regarding the increase in APD that was announced by Gordon Brown earlier this month.

1. Does it apply to all purchased tickets regardless which airline/country they were purchased?

2. Can airlines outside of the EU do something regarding this increase? One could say the lower increase for intra-european flights is biased?

3. This is more of a discussion; who thinks that the increase should have been the other way around (Higher Increase for Intra-European)as in if I fly to Paris or Amsterdam, I can take a train to those destinations where as I HAVE to Fly to New York as the other mode of transport will take a week.
