I can't say I know too much about San Diego or the problem with the airport there and finding a replacement, but I was looking at the area on Google Earth earlier and noticed Imperial Beach NOLF on the southern edge of San Diego. Has the idea of this being the basis of San Diego's new airport ever been floated?
It seems to not be very busy and although currently the airfield is nowhere near the size needed to handle jets, there appears to be a huge amount of undeveloped land to the south as well as land to extend the current runway. Also it is right near the intersection of I-5 and 905... easy highway access.

Yes, that idea has come up. That field is used by the NAVY for training helo pilots. One other thing to notice is how close the field is to the airport just to the East of it (Brown Field), and the other one just across the border.
Most of that open land you see is PROTECTED. It's a bird sanctuary...
