As for the best, I would have to say either Varig or LAN, with LAN taking the lead on the safety side; Varig has had a few scrapes over the years, but I can only think of one LAN accident (a 146 that went off the end of a runway, with 2 or 3 fatalities, many years ago).
Both airlines have excellent inflight service; never flown with either, but will be flying with RG next week.
As for the worst, could there be any competition for Cubana? (It surely counts as Latin American anyway?)

On many flights under my belt to Central America (4 times a year for ove 5 years), i would have to day Grupo Taca is definatly one of the best. MUCH. MUCH better than North American airlines seriving the area, believe it or not.
I dont think TACA has ever had a fatality yet, hope it continues like that for i have an upcomming trip with them soon.

i have not flown on many south american airlines but after flying Lan chile i found them to be way better then any US carrier. Aerolines is by far the worste and i was quite surprised by how well of an airline PLUNA was!

I'll have to say that AeroMexico is my top choice. Their service is quite good and always on-time. I'm flying them on saturday to JFK so I'll post a trip report after I get back.
The worst has to be Aerolineas Argentinas. I don't know why they trust a consulting firm like BSG to try to take them out of bankruptcy (cuting costs everywere), instead of trying to provide a better service to make passengers fly with them. It is amazing that AR has no money and most of their routes are protected from competition by the government. What are they doing?
I also like Mexicana, COPA and TACA, they are quite good choices to fly.

I've flown on Aerolineas Argentinas, LAN Chile and Varig.
Aerolineas Argentinas left a lot too be desired and I don't think I'll be flying them anytime soon, so I'll rate them as the worst. LAN Chile, on the other hand was excellent and I would compare their service to be at the same level of European airlines. Varig was somewhere in between.

AeroMexico is Fantastic- hands-down they're the best in LA. Cubana may have a bad safety record, but I've yet to have a good experience on LACSA- never on time, perpetually horrible service...

I´ve only flown LanChile out of every LA airline, and that airline is a good, very good airline by international standards. Now that they receive the best aircraft type of any competitor in that region (the A340) I´m pretty sure they´re at least one of the Top 3 of Latin America. All polls and topics on airline forums point to the direction they´re actually No.1.

For me?
LAN Chile can be good... VARIG & Aeropostal Venezuela both have wonderful inflight services... but there's is an small one with a great inflight service, excellent connections in their hub... but with a need to improve their airport attention... if they do that, be sure they will be the most friendly latin american airline
