can anybody tell me why this Algerian Air Force
Hercules has military markings and nevertheless it has
civilian rego?

A possible reason is that aircraft with civilian registrations have an easier time getting overflight clearance over foreign countries than those with military registrations.

Several countries have registered their Air Force aircraft, esp. the VIP & other transports, on their civilian registers for this reason.
