Departure Tax Increases In Thailand

On February 1st, the departure tax for Thailand increased from 500 to 700Baht for international and 50 to 100 Baht for domestic flights. Now I have a question since I will be flying to HKT by the way BKK next month. Do you I have to pay the domestic tax when I am connecting from an overseas flight? And on the other side I will be leaving HKT connecting in BKK, will I have to pay both or will the international cover both flights?
