I spotted the following in today's Daily Telegraph (UK) and thought it might make for an interesting discussion.

Daily Telegraph - High-handedness On The Airways

It is mainly concerned with events concerning the Lord Advocate, who was arrested for "behaving in a threatening, abusive, insulting or disorderly manner towards a member of the crew" while on a Scot Airways flight last December. The Crown Prosecution Service have declined to send the case to court not because there was insufficient evidence to secure a conviction but because there was "insufficient evidence of an offence having taken place". On the whole the article is fairly well balanced, recognising that cabin crew have a thankless and often difficult job.

Though the law was designed to prevent behavior that threatens an aircraft's safety, do crew really employ the catch-all wording of the statute (quoted above) to make facetious reports to the Police as a 'punishment' for troublesome but not threatening pax?
