i was checking the seat maps on United 981 from IAD to KWI. i noticed that seats H & J from row 17 - 19 are available for passengers. usually when i travel to germany or europe on a 777 those seats are reserved for crew rest. even on domsestic, those seats are only opened up when check in is available.
is that a different 777 configuration for that route?

They probably use the Transpacific version of the 777 on this route. FA4UA gives a good answer: "The 777's have two layouts. Some have a lower lobe bunk room with six bunks in the belly at door 3 for flight attendants. This same plane has a mini-bunk area by the cockpit door that closes off and features two bunks for the pilots to rest. This plane is required for flights of 12 hours or more according to our contract (FA's must have a bunk for ultra-long haul).

I know on some 777's there is crew rest above the main cabin with access by either doors 2 or 3, although someone may be able to elaborate a little more on that.

Very true although UA doesn't have that configeration just the lower lobe bunk. I have of course never been down there but I hear it can very claustrophobic. I would think making better use of the immense overhead space would be more appealing to those who use it but at the end of the day, it probably comes down to cost.
