Is it required for captain to give a precise reason for go-around? ATC very persistent with repeated request for a reason and pilot seems to stall at the question. Why did the crew wait till short final to GA? Wonder if it really was the gear or did he actually miss the approach?

Concern off terrorist activity maybe? The Brits have become very strict since the underground bombings. I'll say to their credit I really felt safe in their country after seeing all their safety measures.
I'd say the more likely reason is that the PIA flight messed up other staged a/c and by going around they created more work for ATC.
If you listen carefully enough to the transmissions, you will hear the pilot say, upon speaking to the approach/departure controller that the reason for the missed approach was an "unsafe landing gear light". I doubt that the pilot was "stalling" as you so eloquently put it. During a missed approach, there are many things going on in the flight deck - reconfiguring the aircraft, flying a missed approach procedure, tuning communications and navigation radios, talking to ATC, etc....[a missed approach is not a simple maneuver sometimes].
Considering that this missed approach was due to an assumed landing gear malfunction, you must consider the internal goings-on in the Flight Deck. There are abnormal procedures and checklists to complete, troubleshooting, coordinating with the Cabin Crew, making a PA to the passengers, the retrieval of manuals and above all else, flying the airplane and talking to ATC! The three fundamental rules of pilots are: aviate, navigate, communicate. The pilot is not stalling, he's just busy.
You're not a pilot, are you? You must understand, indications of abnormal situations can happen at any time, during any phase of flight. Having abnormal situations happen during landing and take-off only exacerbates the problem as the workload of the pilots is heavily multiplied when compared to other phases of flight.
