EU Restrictions On 747-200 Operations?

I read this quote in a trip report and was wondering why Pakistan Airlines cannot operate some of their 747-200s into Europe.

"Just to clarify AP-BAK has not been refurbished as of yet, since the EU imposed the restrictions. I can confirm only AP-BGG Boeing 747-367 and AP-BAT Boeing 747-240BM have been refurbished so far. Therefore AP-BAK is still flying in its previous state, hence the reason why it is flying Hong Kong, Bangkok."

It's just PIA that has been banned from using 747-200 into Europe, due to their poor maintainance record

That must be a ban just for PIA as for example AMS is crowded by 742F's and Kalitta is even operating -100's here.
