Why Do The Second 747 400 LCF Has No Winglets?

I was just looking at a photo of the second 747 400 LCF and I notice it did not have winglet, why! The 747 400 LCF are supposed to airlift part of the 787 from Japan to the US, so I know they are not using an ex 747 400D, not to mention the fact that this is an ex China Airlines 747, and CI only had long range 747 400s with winglet. So why they remove the winglet on the second 747 400 LCF?

Because they don't have any benefits on this size and shape aircraft aand also it flies slower and lower than normal 747 flights.

They had unexpected flutter problems preventing / delaying certification.

They've been removed on the first one as well.

Delaying, not preventing. But keep trying Keesje...  Wink
