Terminal C Shuttle/Gate A28 At EWR

Hi, I had a EWR/DCA flight last evening (2/21) on CO departing in the evening from gate A28 at EWR. I overheard the gate agents and local security guards comment about the number of times, passengers are confused how to locate the exact door for the Terminal A/Terminal C shuttle-bus that is used to transport pax who have already cleared TSA security and can transfer air-side to air-side using that bus. I wonder if any CO staff at EWR can take a note of these points?

The large sign hanging in the A28 area, is not visible clearly from the central passageway coming from the main terminal, therefore most pax get confused as to where they are going/need to go. That sign needs to be repositioned by 90 degrees and lowered to allow incoming pax to see it from afar. The smaller signs on pedestals need to be replaced with high visibility, SIMPLER versions, they are really complicated to understand!

The holding area for Gate A28 shares physical space with the holding area for the Terminal C shuttle, and despite the best interests of the gate agents, is often confusing for new pax since the partition is literally a few chairs, guide ropes etc. If this is air-side shuttle is a permanent fixture, why not partition it altogether into a new area ?

The local security assigned to monitor the terminal C bus transit area on (2/21 p.m. between 1900 to 2130), did not seem to be interested to actively police the area, but I am confused as to which CO agent should have been in charge, there were several incidents of pax wondering (especially those non-english language speakers) into other areas, and where they shouldn't go. I would suggestion a reposition of the seating area / designated desks of the assigned staff so that they could be visible and understood as CO staff. Otherwise, it was assuming to see the CO agents chase the pax down the air-side ramp when the bus had not arrived.

When did this air-side shuttle start service ?

Why are all the three terminals at EWR not able to use a single TSA screening building, and then have all the air-side gates connected by a sterile passage way that could utilise moving walkways / trains ? This could make EWR a bright jewel amongst airports since it is also Amtrak/NJ Transit Rail connected!
