They're actually being mandated for current aircraft as a retro-fit.
Airbus was considering asking for an exemption since the A388 does not have a center fuel tank, but I'm not sure how that went (they would install it on the A388F and any A388 with a center tank [like the proposed A388R]).

Good question. I think the FAA has or will come out with a directive that older aircraft has to be fitted with a fuel inerting system for the center wing tank. I think it'll be installed as standard equipment in new build aircraft. The 787 will go further and inert the wing tanks as well as the center wing tank.

The date for that requirement has come and gone; it has been put off for several more years, as the airlines cried 'cash flow.'
Not that anyone asked my opinion, but I think this retrofit should be low on the priority list. I mean, we've had TWO airplanes lost in the last forty years due to center tank explosions... and the more memorable of those two is certainly an arguable situation. Not to start an argument, but when you've got a dozen eye witnesses that say something was shot at an airplane, I find it odd to then force airlines to prevent a different situation...
