Why Isn't Heathrow's BA Manchester Service At T4?

I was thinking why isn't BA's Manchester service at Terminal 4 at Heathrow? Surely it would be better there so the people could connect to the long-haul services, since most short-haul services are served directly from Manchester already.

Any thoughts?

T4 is an International only terminal. All Domestics go from T1 at LHR

I they did that then all UK Domestics would have to be put to T4 otherwise EDI/GLA/NCL passengers would kick up. Also they would have to set up a new area as there is no passport control on UK domestics.
