Does this agreement smooth the way for SA to start flights to ORD? As I recall, one of the main reasons why SA cancelled its plans to fly to ORD was a dispute with UA over codesharing.

No it does not. All "new routes", with the exception of MUC and JRO, are on hold while SA is starting with rationalization plans in an effort to get costs down.
