U.S., Japan Negotiators Go Home Empty-Handed

Apr 9, 2007

The U.S. and Japan reached no new agreement during aviation talks last week in Washington, nor did the two sides set a date for the next round of negotiations, a senior U.S. official told The DAILY.

During three days of talks last week, negotiators aimed to hammer out an agreement to liberalize air services as outlined in the 1998 MOU, John Byerly, U.S. deputy assistant secretary of state for transportation, said. Both sides raised issues that they were unable to resolve.

The U.S. and Japan held informal talks in November. The current bilateral agreement governing air services between the two countries was signed in 1952.

30,000 new slots at HND will be reserved for international flights! That's great! About 80 per day.

That was the most interesting part of the article.

30,000 slots....80 per day.

Take out...
4 for JL on HND-SHA
4 for NH on HND-SHA
4 for a Chinese carrier on SHA-HND
4 for a Chinese carrier on SHA-HND
So 16 gone. All with single aisle aircraft.

Not to mention about 16 more for other China destinations. (PEK, CAN, Tianjin)
(All depending on the CHINA-Japan bilateral...ABE DON'T SCREW UP.)

So about 32 slots gone just on China routes.

Next you have the other Asian carriers which can fly with smaller aircraft going for slots.

I wonder what US carrier would be the first to try and get a slot into HND. UA (NH connection) would have the most to gain followed by AA (JL connection).

Though NRT is the main international airport, in my opinion it is very inconvenient. HND is centrally located and has the best domestic connections of any airport in Japan it is also only minutes from major Tokyo business centers.

But I really wonder if Japan will let regularly scheduled long-haul fly into HND again. Charters...okay. Regular...not so sure.

Yes...I am not a KIX fan. Let's Japanese Aviation!

More from the article:

For its part, Japan expressed its "concern over slots held by U.S. airlines at [Tokyo] Narita Airport," Byerly said.

As a person flying to Japan from Europe, I'm very glad Japan is taken this under discussion. The current situation, where a European airline who has being flying to Narita for 25 years cannot get slots for a daily flight is quite ridiculous. And yes, I'm talking about the first carrier to who fly Europe-Japan non-stop:
