Help With A Weird Gulfstream Jet At MCO

I seen a Gulfstream II or III come in the other day to MCO with no registration, but with just the number 691 on the tail. It is white with a black cheatline. Obviously this is some sort of government aircraft, not necessarilly from this country either. Does anyone have any idea who this old Gulfstream belongs to?

I did a search on this site using Gulfstream and 691 as key words but it didn't come up:

But when I looked up the 6 digit Navy Code I did get this:

163691/163692 Gulfstream C-20D
Gulfstream III for Navy VIP transport service.
163691 c/n 480 ex N302GA. 163691 is considered the personal aircraft
of the Marine Corps commandant.
163692 c/n 481 ex N304GA.

This a/c has been flying like this for some time and is suspected of carrying out so called rendition flights. It has been seen around Europe where the legality of operating without any accepted national markings has been queried.

There is also a G4/C-20G 165094 which just carries 094 and is in the same paint scheme.
