I don't know if it has been mentioned on this board yet, but I was watching the "WackStreet Boys" special on MTV checking out the 767-300ER they were flying in, and the show actually had some cockpit shots in it. While the program went along, something I heard rumors about, but finally saw was a F/E panel in a 767. If you don't believe me, check out MTV for the "Wackstreet Boys Diary". Most of the time it showed one of the guys just sitting there, I will go out on a limb and say it was deactivated, but you all have to believe me, a 767-300ER with a F/E panel. I will tell you what though, those clowns had that bird decked out on the inside man. The cabin made it seem like the ultimate private plane man. You may not believe me, but seeing is believing...

I believe the first Ansett 767s were delivered with a 3 man crew at the airlines request. Not to sure about the deatail about why the airline wanted the 3 man crew, something about the pilots demanding it i think.

Yep, the pilots union required that all of Ansett's 767 have a flight engineer station.

So it was a union thing...

Ansett's original 767-200s were all delivered with F/E panels. Earlier Ansett had signed an agreement with the union representing the F/Es that all Ansett aircraft with more than a certain number of seats (120? 150? I can't remember) would be flown by a 3 member crew. When Ansett then leased in a 767 in the 1990s they had to pay the F/Es out of the 'agreement for life' so that they didn't have to pay to install the F/E panel. I believe after that they payed the F/Es out of the entire agreement.
I have also read that apparently when Ansett signed to buy A320s the F/Es demanded that they be on them as well and that Ansett payed them out of the agreement for the A320s as well!

All 767s have this panel. Early stages of design was for an FE position. When the position was deleted, the systems were automated and placed on the overhead panel. There are a couple of pre-flight checks done at this panel, but the only thing I ever did inflight was to ensure the aft-bulk cargo heat system was set to "vent" (warmer temp for pets). Once (in 9 years) I looked at the brake failure light when we lost hydraulic system pressure, but AA has since moved that to the front instrument panel.

In short, the panel is there but essentially has no useful function(s).

All the older AN762s were converted to 2 man operation in the mid nineties.
