According to the Washington Post (link below) the fumes caused the tower to close at 10:00AM. Three controllers and a supervisor went to a hospital. The other controllers went to the ground operations tower, where they stayed until about 1:00PM. There were delays up to 30 minutes for arriving and departing flights from 10:00AM to 1:00PM.
