What they are doing is adding 800 feet to the west end of runway 7/25 and using 800 feet of the existing runway on the east end as the overrun area. (5252 feet of the runway remains the same) Here is the technical description:
West Creek Realignment Alternative
Construction of a new runway safety area on each end of Runway 7/25, in order to meet FAA standards. The runway safety area on the east end of the runway would use an 800 foot portion of the existing runway.
Construction of an 800 foot western extension to Runway 7/25 to maintain the existing 6,052 foot, Runway 7/25 length, and extension of the associated taxiway.

Too bad they aren't adding any additional useful length to that runway, even in an RJ, that approach and landing increased my pucker factor...and I'm one who loves short landings like that. (think 752 into MDW)
