Unfair Baggage Policy?

Why is that bikes are not allowed to fly free like golf clubs or skis? I find this puzzling. Most majors charge anywhere from 45-75 to carry the bike, with the box costing 10$ extra. Please don't even tell me it's the extra attention that's required- skis need extra attention, too.
