Low Cost Carrier To Build Terminal At AUS?

My roomate informed me today that a Mexican Low Cost carrier wanted to build a terminal of some sort located at AUS. He said they didn't intend to build jetways with it but he didn't know all the details. Has anyone else heard of this and have any additional information about it?
