It's KD airlines, they certainly aren't a start up, and they were due to start service from LGW to KGD, on 15th June. Their website is http://www.kdavia.com.

It's all about onward connections - Kaliningrad is a very obscure destination in itself. Uzbekistan Airways often carried full loads from MAN to Tashkent but hardly anyone actually flew just to TAS. I don't see why a properly marketed flight with onward connections to MOW/LED can't work.
