According to the quoted article, flights will be sold under TP flight numbers but NI staff and fleet will remain the same, at least for the time being. I think they intend to keep the Portugalia brand, it has a good reputation.

TAP AND PGA TO ENHANCE SERVICES DELIVERED TO PASSENGERS
As of next July 1st, 2007, PGA will start operating flights at TAP service exclusively, according to the terms of the contract meanwhile established. Therefore, PGA passengers are kindly requested to use, as from that day onwards, TAP contact / assistance centres (airports; reservations / call centres; site and FFP
Both brands – TAP and PGA – will be maintained as independent ones. TAP will assume the role of the only marketing brand to passengers, while PGA will act as an operating carrier to other airlines.
Up to October-end, PGA fleet's utilization will be gradually maximized, with flights timetables being reinforced and a more suitable allocation of flights provided. In addition, more destinations are to be added to the network, such as Seville and Hamburg departing Lisbon and Rome and Brussels departing Oporto.
