A friend of mine recently flew ZRH-DUB on EI. He only had one checked luggage (about 20 kg, not exceeding the maximum weight) and a small carry-on with him. Nontheless, at check-in in ZRH, he had to pay 12 CHF (about $9) for the bags. The receipt he was issued by Swissport says "XBAG: 1 bag".
I have never heard of such a thing as having to pay for carriage/handling of the first bag. Shouldn't this be included in the ticket price?

Aer Lingus charge a fee for all checked in luggage. €5 per bag if you pay online before departure or €8 if you pay at the airport. See aerlingus.com for more details.

Many low cost airlines charge for bags now.
FR, U2, EI, LS, BE, BPS, 3W to name a few.
BE were the first to do such. They claimed "A Fair Deal on Baggage", passengers who wanted to travel with bags should pay for the privlegde and not be subsidised by passengers who travel with no bags. Charges range from £2 online to £8 at the airport.
