Why Did Qantas Get The 747-400ER?

Hi there,
I know this has probably been discussed to death and the answer is pretty blatant, but why did QF order such a small amount of 747-400ER's (6)? Are they for certain routes that the 747-400 cannot fly?

Mainly MEL-LAX which used to be severly payload restricted
