Why Aren't Airlines Being Included In The Djia?

Does anyone know why airline shares aren't being included in the Dow Jones Industrial Average? They are important shares as well.

However, Pratt and Whitney and Boeing are members of the Dow Jones Industrial Average.

Can anyone explain why aren't airlines being included?

Airlines are in the Dow Jones Transports. Pratt and Boeing are manufacturers.
