Questions On Licence (ICAO)

Call me a moron for not working this out so far, but I'm confused.

If someone were to receive a licence from an ICAO member state (say, Australia) - where could they be employed?

How does an ICAO member licence work in relation to a JAA/FAA qualification, for example. Can you have one, but not the other two, etc?

I'm putting together a spreadsheet of info for courses and I have a column for "Conversions required" .. it's this column I'm trying to fill.

I have always wondered that... usually don't you have to be a citizen/ landed immigrant of a country to work there?
