Mahan Air Service To Saudi Arabia- How?

If I'm not mistaken Saudi aviation policy only allows one airline from each country to fly there, GCC airlines are exemted form this rule, so how is it that both Iran Air and Mahan Air fly to the country.

also they have Bulgarian (LZ-), French (F-), Kyrgyzstan (EX-) and Armenian (EK-) registered aircrafts

Also TK started to fly to Madinah. I thought only Saudia was allowed to fly to Madinah. May be TK is flying only for Hajj flights.

TK service to Madinah is only for Hajj, many foreign airlines get to fly there for the pilgrimage only, even South African Airways operated charter flights there in 2003.

Yes thats about it, they used to serve Dammam as well.

GCC is actually AGCC only for Arab countries of the Gulf region.

Both Iran Air and Mahan operate scheduled services to Saudi Arabia besides Hajj flights. Mahan do JED and DMM.

Dammam is a summer seasonal Mashad and Tehran service. Both were 4 weekly AB3 in summer 2007.
