Well, KE did have two airliners (a B-707 and a B-747) shot down by the USSR, because of navigation errors. they ran a B-747 into a hill while attempting to land in Guam, and have crashed airplanes in Tiawan and other countries. Over the last 40 yaers, or so, they have had a below average, if not poor safety record.

DL went to KE to help clean house for the most part (whether DL was asked to or not). I could be mistaken but this happened before KE was a part of SkyTeam.

Close, but no cigar.
KE did have some very bad communication problems in the cockpits due to cultural/seniority issues.
These problems were not addressed by DL, but the addressing of the problems and proof that the problems were solved by KE was required before KE could join Skyteam.
The program is still in effect at KE to address communication problems in the cockpit.
I sat next to a retired US Airways pilot in C one year ago who was hired with others to continually retrain all KE pilots in their professional communication skills. It was an interesting conversation and he was quite forthcoming with both progress and faults.
If the KE pilots were truely unqualified, I doubt this man who was doing their pilot training updates would have felt comfortable flying them. He was one in a position to know and be objective.

This must be the explanation. Together with China Airlines, KE is one of the two Asian carriers I would not get on (and I have been traveling happily with most others) even if I was paid. Their crashes are only the very tip of the iceberg...
For every one crash that have had, their pilots have had MULTIPLE and again MULTIPLE of incidents that I would most certainly not like to be part of.
