Does this 747 look so low to the ground because it is full of fuel and pax for the 13+ hour flight to LAX?

The aircraft appears low to the ground because of the camera angle. The strut length has little variation with weight changes. The wings on the 747-400 do sag significantly when fully fuelled, such as on this aircraft.
