I don't know how rates work, but generally speaking the configuration is based on whether the airport is in an arrival push or a departure push. For a Departure Push they like to be either the 22's or the 4's with 31L from KK being used for Departures. The other config they often use would be a pair of 13's with either 4L or 22R. Their best arrival config is a pair of 22's with the canarsie visual to 13L. Generally speaking, they are also often on a pair of 31's, or 4's as well. I am not exactly sure on all the different configurations. Also note that departures off the 4's are restricted if LGA is forced to do localizer approaches to 31 (This is why they prefer the expressway visual for 31).
The arrival rate will vary depending on whether you have an arrival or departure push as well. I don't know much more than that.
