Boeing To Expand 787 Mod Line In San Antonio

'Boeing Airplanes have announced a massive expansion of a little known programme to establish a modification line in San Antonio for 787s produced before the test phase is completed.'

Looks like they are getting ready to upgrade the a/c to post-certification standard?
