Vueling doesn't fly to Dubrovnik. It's Clickair (IB's low cost based in Barcelona) that started the route.
It was a success. Last year, Clickair flew to Dubrovnik with good results during the summer. Now, they resumed the flight even before the end of the winter season with 3 flights. By june they should increase the frequencies.
It seems that Dubrovnik is getting a stable destination. I hope in the short run they will operate all the year round, although it's difficult, since Dubrovnik is very seasonal.
Iberia started the route because Clickair had very good performances.

As far as I know, tourist flying to visit Medujoire (in Bosnia) choose to fly to DBV then bus to Bosnia,
Latinamericans make pilgrimages to Medujoire and IB is their airline of choice.
If it's because the pilgrimages to Medujoire, with the proper aircraft and schedule, IB could sustain twice weekly DBV yeararound.
