Horizon Air...how Long To Upgrade?

I am wondering about Horizon Air's upgrade time to the left seat of the Dash 8's. I noticed they are looking for pilots with minimums of 1000TT and 300 Multi. If all your time is SIC does that mean you will never (or take for ever to) get upgraded to captain? Is it a good idea to go to such a company without much PIC ? I would like to work for Horizon someday but do not want to be stuck in the right seat forever. Thanks in advance to any and all responses.
