Meaning Of "RWY:Operational Advantage"

I was looking at the FAA airport status map/information page and ATL is noted as

General Departure Delays: Due to RWY:Operational Advantage, traffic is experiencing Gate Hold and Taxi delays between 16 minutes and 30 minutes in length and increasing.

So what gives... what do they mean by "Operational Advantage" and why is an "Advantage" resulting in 30 minute delays (and increasing)?

(c) Runway change - operational advantage. In a multiple airport terminal area, less than
optimum capacity caused by a runway configuration change that will allow for increased airport
capacity at secondary airports.

So it seems like that the some sort of condition in the area was making it that only certain rwy's can be used at ATL to take into consideration other airports in the area....

I second this opinion. With five runways, ATL can run:

2 in/3 out
3 in/2 out
2 in/2 out/1 mixed

My guess is they're using the second option for maximum arrival capacity. Here in CSG, the weather has just cleared after morning fog and overcast skies; perhaps there had been a GDP or something, and now ATC is clearing the backlog.

This makes a lot more sense than giving priority to other area airports. I can't imagine our little CSG, or MGM, or CHA or SAV or CAE or GSP could possibly affect ATL traffic.
