Looking in a bit more detail at VP-BKS' previous flights, I would guess it is chartered on occassion by the RSAF.
It was seen at a military air base in Riyadh in 2007 and operated into RAF Lossiemouth in September 2007 at the same time as the RSAF Tornado deployment there.
My guess is that it is travelling to Nellis on RSAF business in conjunction with their deployment on Red Flag 3/08.

Is it just me, or does that flight path look like Nellis was not their originally intended destination? It looks like they were headed for California, but diverted over northern Nevada. Weird.
