If possible, EVA should by all means run this flight DAILY and forget about the flight out of LAX in the afternoon, BR0167 also arrives at TPE earlier, allowing greater margins for delays so connecting flights won't have to wait at TPE. I'm booking a trip with a stopover at KIX for a few days, it's not cheap, however they're heading toward the right direction gearing toward higher yield markets.
BR0167 will capture not only LAX-KIX markets, but also KIX-TPE-(Europe, Australia, HKG, and BKK).

No, ANA and EVA have been code-sharing for quite a long time, it is no surprise that they code-share another route. Also I don't think EVA is interested in any alliances for the time being since they don't believe that they will be benefit hugely even if they were to be in an alliance.
