I am just about to book our annual trip to visit the in-laws in the Phils. In the past I have usually taken the quickest connection from SIN which is SQ910, which is usually an early afternoon arrival.
My problem with that has been that immigration at T1 at NAIA has always been absolutely crazy at that time of day with semingly endless queues and usually take about 90 mins to clear.
Well it turns out this year we are thinking of taking a later flight SQ918 which is due to arrive at 20:40, would this be a typically quieter time to arrive? It's not going to cost us any extra and would be nice to spend a few hours in Singapore, sightseeing/shopping.

Much quieter. I usually arrive with LH (have to find a new carrier soon though, I guess) @ 1900, in immigration it's fine with only minutes of waiting. I think you will be fine when arriving later as well.
