I know TAMPA Colombia flies at least 1- look at Bill Harm's website for the full run-down, I think most of the operators are various Air Forces using the 707 as a VIP transport. Shame they couldn't achieve the long life the DC-8 is enjoying.

Some civil operators: Memphis Air and Luxor Air from Egypt, Gulf Falcon, Royal Jordanian, DAS Air Cargo, First international, 2 or 3 in Romania.
