KLM Cityhopper Maintenance Question

I was wondering why the KL Cityhopper aircraft are always so dirty!
Is it that they are not in the Maintenance Buildings to get cleaned enough?
The planes in the new livery look awesome... but in the old livery the tails are usually brown or gray!
Is it the APU? What can make something like this happen to this one aircraft?
KL keeps their aircraft in amazing condition but these planes startle me.

klc has relatively the most departures and there fore APU start-ups a day.
during startup since it are not the newest models of apu a lot off oil vaiporizes against the tale.
