No Video Recorders in the cockpits though. Twenty-Five hours of recording time is also mandated. Seems a bit like over kill to me. What will the twenty-five hours buy you post-accident? And, as the article cites, twenty-five hours for a helo is way too much.
New equipment must be retrofitted into existing airframes by 2012.

Abuse of the aircraft by the previous crew, resulting in an accident with the current crew? For example, a hard landing that either was deliberately mis-reported, or just not noticed at all by the previous crew.
I agree with no video recorders though - its very hard to position a camera or cameras for total information capture, while a mic is easier.

Analysis of data from previous flights or earlier data in an Ultra Long Haul flight? I'm sure that with the current generation of FDR's, it's probably just a change of flash chips to get the longer capacity

Probably not, because that means a higher storage density which could have effects on how well the medium reacts to heat etc. Also, a higher storage density means more lost with the malfunction of one or two chips.
