Declaring a Pan is sort of a state of alert, but not quite an emergency worthy of a Mayday call, if that makes sense... If he said Pan, there's your answer... what the reason was, I can't tell you for sure, could be fuel, could be sick passenger, could be anything... If not a Pan, it could be that the weather in the south is crap at the minute although not bad enough to divert I wouldn't have thought. I'll give you an excerpt from Trevor Thom Book 7...
"The urgency or Pan-Pan message is made... when an emergency exists that does not require immediate assistance. Typical situations... include: Navigational difficulties, seriously ill passenger(s), technical problems, etc...."
