The Joint Application of AA and El Al for codesharing still does not seem to have been approved by the DOT. AA preannounced that it was making the application in a Dec 4 2007 press release.
Does anyone know where this stands right now? or have ideas about why it has been delayed?

The first operation of AA/LY codeshare is tentatively planned for 4/30. Hopefully this will be loaded into Sabre by 4/20.
Phase one of the codeshare will be the following markets...
AA*(LY) = TLV-EWR/JFK/LAX/MIA
AA*(LY) = TLV-CDG/FCO/FRA/LHR/MAD
LY*(AA) = UK/EU-USA Markets to be determined by APR 2
LY*(AA) = EWR/JFK/LAX/MIA-Domestic USA Markets to be determined by APR 2
LY management has already joined the AA MIA oneworld/Codeshare Group in anticipation of the launch.

Also: any update on the reports early on (after the merger was announced) that El Al would be moving over with AA in Terminal 8 at JFK? FlightStats and the PA both continue to show El Al operating out of Terminal 4. Will El Al, in fact, be moving to Terminal 8, or will it stay in Terminal 4, where it apparently just opened a new King David Lounge?

Possibly, although I doubt any alliance would ever admit El Al, as they wouldn't want to piss off any potential Arab member airlines whose governments (sans Jordan and Egypt, of course) don't recognize Israel's existence, or right to exist.
Then again, people said the same thing about Taiwan, and yet reportedly China Airlines is negotiating to get into SkyTeam. However, even China-Taiwan relations aren't as bad as Israeli-Arab relations.

Do you know if this is still pending approval? There is no record of approval on the DOT site, but perhaps they post notices late (or not at all)

Well should those airlines have a problem with it they would be welcome to leave the alliance. Nevertheless I don't know if the LY network would really benefit any alliance. Codeshare agreements and close partnerships with ailines eg AA probably bring more benefit to LY and also the other airlines who partner up with them oposed to a full alliance membership.

I doubt it LY has just completely renovated it's King David Lounge at JFK's Terminal 4 last summer
