Not good news for the cargo division though, especially if the government's view holds. If the operating certificate cannot be transferred to a new bidder, that makes the division far less attractive and less likely that it will be sold and operated as a single unit. Does anyone why the government objects to the certificate being transferred, though ? It's been done many times before.
Quick correction too, Pacific Air Cargo does not fly anything. Connie flies between LAX and HNL and Asia Pacific Airlines (with a 727, not a 747) flies between HNL and PPG. As far as I know, neither operation is dedicated to Pacific Air Cargo.
