The strangest part about the routing is how often it is in the air. Just today it is flying IWA-BFI-SAN-IWA with less than 2 hours on the ground at BFI and just more than an hour at SAN.
The photo database has several entries for N342PA, but all in PanAm/Boston-Maine colors. FlightAware claims the aircraft is now operated by "Cybergate-Nevada LLC" of Pleasanton, CA, which sounds like an ambiguous holding company.
I can't figure out what kind of charter it would be. Sports doesn't make sense (Chicago White Sox were already in town), prisoners would be odd as there isn't a big federal prison near Seattle, and it isn't a cargo aircraft.

That was likely a prisoner flight. They fly it about 3 times per week or more to pick up illegals.

Thank you both, that does make sense. I didn't realize BFI was a "hub" for this traffic. The federal detention center near SEA must have a flight's worth of illegals every week, or close enough. More than I ever imagined, at least.
Some airlines could learn a thing or to from JPATS. According to the official JPATS website it offers complimentary ground transportation to your accomodations. Low fares too. And I'm going to go out on a limb and guess it has a low rate of customer complaints. Not sure about FF miles though.
