Not sure where they come from, but it looks like they use either 4 or 6 of them (one of the two)....and they fly them with either a Y68 or a J8Y60 configuration. It looks like they have been flying for RJ since late '06/early '07.
Next trip 6/12 - 6/15: MSY-SEA on AS, SEA-LAX on VX, LAX-N.O on Amtrak

The main reason RJ wet-leased the F-28s was for its Iraq operations. As hull war insurance rates are charged as a percentage of hull values, RJ couldn't afford to then operate the Dash-8 (valued at USD 14M) as the additional war premium would eat up all the profits. The F-28s are insured for only USD 1M hull value and thus command a much smaller additional premium and can thus make the flights profitable (and quite handsomley!).
