Sure it was. If it were finished. When buildings are under construction, any number of things can fail that wouldn't fail when it's finished. Under wind load you need shear panels and cross bracing, and the walls to help the building act as a monolith. This picture shows mostly an incomplete frame.
Another recent example is a dormitory under construction at Rice University that had a partial collapse due to heavy rains. The building was designed for the rain loads of Houston, but when it's not complete, it's not safe.
It's why there is such thing as a "certificate of occupancy."

Well apparently lightning does strike twice, at XJ.
About 10 years ago, XJ's relatively new hanger at DTW had the roof blown off and a partial collapse in a severe thunderstorm. No one was hurt, but one Saab was damaged and had to have the tail replaced.
In the DSM case, the building was under construction so it did not have its full structural integrity. Nevertheless, it is a significant setback for the time of completion.

XJ generally does not RON any aircraft at MSP. Aircraft all fly out to the outstations for overnights. Plus, generally cheaper rent, labor, and tax breaks at to be found smaller outstation airports.

Yep its called insurance and I believe that the city of DSM is paying for the hanger anyway.

SF 340 N407XJ has been in new colors for quite some time. To my knowelge the rest of them havent been painted.

Correct, it has started 407 is in the new colors (albeit with a red nose...we call it Rudolph). No other Saabs have been repainted. 439 and 441 are still in the map scheme, all other Saabs are in some shade or another of red/pink
