Does an airport have a duty to display EVERY flight that departs, can secret/goverment flights depart from a large airport, slip by, without notice.
I understand if it were really special it would probably go from a military airfield but just the unusual jet?

Some private flights or high security flights don't show up anywhere, expect for the people who need to know it is taking off: point ground personal, tower, etc.

It's not only those flights; Cargo rarely displays either.

Some airports have Cargo sections on their websites for those who are curious; HKG and SIN come to mind.

There can possible be many flights that operate that the public never knows about. This includes MX flights, Ferry flights, Charters just to name a few.
