Could The China Airlines Accident Be Worse If...

Could the CHina Airlines accident be worse if it occured in Kai Tak? Personally I reckon it would be much more serious considering there are many buildings in which people live in.

Perhaps the crew would have never tried to land in Kai Tak in such conditions...
